Bill Scott: President, Lead Consultant and Project Coordinator
Bill Scott is the founder and President of Abilities UNlimited, Inc., a diversities and disabilities issues consulting firm in Phoenix, Arizona. He held the position of Community Liaison with Rehabilitation Services Administration of the Arizona Department of Economic Security from January, 1989 through April, 1991. Prior to his employment with RSA, Mr. Scott was Director of the Client Assistance Program with the Arizona Center for Law in the Public Interest; Director of the Essex County Office on the Handicapped in Essex County, New Jersey; and served as Technical Assistance Program Specialist with the U.S. Department of Education, Office for Civil Rights.
Mr. Scott has served on the National Task Force on Life Safety for People with Disabilities since 1992, and is formerly a member of the National Court Reporter's Foundation Board of Trustees. He is a member of the Governor's Council on Head and Spinal Cord Injury and a past member of the Board of Directors of the Arizona Center for Disability Law. He is also a past member of the Phoenix Mayor's Commission on Disability Issues and Chairperson of the Disability Prevention Advisory Council of the Arizona Department of Health Services. Mr. Scott is a Past member of the City of Phoenix Aviation Advisory Board and Chairperson of the Program and Development Committee. He is a Founding Director and Past President of Disabilities Network of Arizona, and served on the Board of Directors of Paralyzed Veterans of America, AZ Chapter.
In April, 1996 Mr. Scott was asked by the National Council on Disability to be one of only 300 individuals to be selected nationwide to participate in the National Summit on Disability Policy. The outcome of this summit will provide policy recommendations to go to the President and Congress to establish disability policy for the coming decade. In July of 1993, Mr. Scott participated on a select panel of the National Task Force on Life Safety and People with Disabilities, interviewing people with various disabilities who were involved in the evacuation from the World Trade Center in New York City following the February, 1993 explosion. The Task Force was then commissioned by the U.S. Fire Administration, Federal Emergency Management Agency (FEMA) to develop an emergency evacuation guide, "Emergency Procedures for Employees with Disabilities in Office Occupancies." In 1988, Mr. Scott was contracted by the national headquarters of Paralyzed Veterans of America to develop a Comparative Study of the Scoping Provisions for Accessibility Requirements Contained in Building Codes and Standards used nationwide. He is author of "Planning Accessible Meetings: A Guide to ADA Compliance", a guidebook for convention planners and facility managers published by ASAE in 1998.
Mr. Scott's name appears in the 1987 National Distinguished Service Registry in the field of Medical and Vocational Rehabilitation. As a finalist for the honor of Handicapped American of the Year, Mr. Scott was named Distinguished Handicapped American in 1988 by the President's Committee on Employment of People with Disabilities. In 1989, he received the Conservation Service Award from the U.S. Department of the Interior in recognition of his participation as a member of the Statue of Liberty/Ellis Island Access-Ability Committee. In 1997, he received the Arizona Minority Small Business Advocate of the Year award from the United States Small Business Administration and the Calvin C. Goode Lifetime Achievement Award from the City of Phoenix Human Relations Commission for exceptional contributions to civil and human rights In June 2002, Mr. Scott was awarded the State Bar of Arizona Award of Appreciation as a non-member of the bar, in recognition of outstanding service toward the creation of a better public understanding of the legal profession and the administration of justice, the judiciary or the legislative process.
